To support the model development, VOA let a short-term advisory contract with the Centre for Appraisal Research and Technology (CART) who provided advice on:
- Specific statistical and modelling techniques employed by VOA to ensure appropriate use, focusing on published academic research and international best practice among government property tax/valuation authorities;
- Alignment of VOA modelling procedures with international standards;
- Any additional statistical tests and analyses VOA should consider as part of their modelling work.
