The question

To ask the Secretary of State for Housing, Communities and Local Government, with reference to her plans to give councils new powers to issue bye-laws, whether it is her intention that such bye-laws could regulate otherwise lawful activity on private land

The government will work with councils to determine how and what byelaws can be made as set out in the English Devolution White Paper.
