The question

To ask the Secretary of State for Housing, Communities and Local Government, whether renting out a dwelling on Airbnb for ongoing short-term lets constitutes a material change of use.

In London, primary legislation identifies where there is a material change of use from dwellings to temporary sleeping accommodation.

In all other cases, whether there is a material change of use is a matter of fact and degree and will depend on the circumstances of any given case.
