To ask the Chancellor of the Exchequer, pursuant to the Answer of 3 March 2025 to Question 31991 on Public Expenditure, what definition her Department uses of (a) a saving and (b) efficiency for the purpose of the 5% target; and whether cancelling program

The Government uses the Government Efficiency Framework to distinguish between efficiencies and savings.The cancellation of a programme would classify as a saving.
