The question

To ask the Minister for the Cabinet Office, what guidance has been issued by (a) his Department and (b) the Government Communications Service on whether (i) photographs and (ii) video footage produced by the Civil Service which is not (A) in the public do

As per GCS Propriety guidance, content created by the civil service should always be used as part of official government communications before being repurposed by Special Advisers or Ministers for political purposes.
