The question

To ask the Secretary of State for Defence, whether (a) he and (b) the Prime Minister are permitted to make use of the King's Helicopter Flight when not in use by the Royal Household.

No. There is no arrangement for the Prime Minister or the Secretary of State for Defence for use of the King's Helicopter Flight.
