The question

To ask the Secretary of State for Housing, Communities and Local Government, what guidance her Department has issued to Electoral Registration Officers on the declarations that a potential elector must make to enter the electoral roll.

The Electoral Commission, as the independent electoral regulator, holds responsibility for publishing guidance for Electoral Registration Officers, including guidance on electoral registration.
