The question

To ask the Secretary of State for Transport, if she will ensure that a third runway at Heathrow does not adversely impact (a) passenger numbers and (b) air traffic movements at regional airports to remain within carbon budgets.

We are currently reviewing the Airports National Policy Statement (ANPS) and plan to consult on a revised ANPS in summer 2026. The Department plans to publish updated aviation passenger, air transport movement and carbon forecasts alongside the consultation. The ANPS review is also considering how any proposed scheme must meet four clear tests, including that it aligns with our legal obligations on climate change.
