To ask the Secretary of State for Housing, Communities and Local Government, whether his Department has issued guidance to councils on best practice for the operation of casting votes in No Overall Control councils.

Government has not issued guidance on the operation of casting votes at formal council meetings where there is no overall control.
It is for individual councils to set their own voting procedures at meetings in line with requirements under Schedule 12 of the Local Government Act 1972.
