The question
To ask the Minister for the Cabinet Office, what the current average percentage of civil service expenditure on pay is disbursed on trade union facility time; what that percentage was in 2023-24; and whether he has set a target for that percentage in the new facility time framework agreed with the trade unions.

Based on data submitted via the online Cabinet Office Trade Union Facility Time Reporting Service, the average Civil Service spend on facility time, as a percentage of total pay bill, in both 2023-24 and 2024-25 was 0.04%.
Due to the repeal of the Trade Union (Facility Time Publication Requirements) Regulations 2017, the Cabinet Office no longer collects data on facility time use. As such, the data for the year 1 April 2024 to 31 March 2025 is the most current facility time data for the Civil Service held by Cabinet Office.
The updated facility time framework suggests that departments do not spend more than 0.1% of their total paybill on trade union facility time.
