Shipping: UK Emissions Trading Scheme
The question
To ask the Secretary of State for Transport, what assessment her Department has made of the level and scope of funding available through UK SHORE to be sufficient to support the large-scale port grid upgrades required for compliance with the maritime Emissions Trading Scheme.
Answered by Keir Mather
The UK SHORE R&D programme aims to accelerate the development of fuels and technologies necessary for the maritime sector to decarbonise. We recently launched two further competitions, Round 7 of the Clean Maritime Demonstration Competition, and Round 2 of the Zero Emissions Vessels and Infrastructure competition, totalling £271m out of the £448m of overall programme funding announced in September 2025. These are designed to support innovation and novel technologies. We encourage new and innovative shore power related bids.
This builds on over £270 million of investment between 2021 and 2025, representing the greatest ever investment in commercial maritime, including shore power units at Portsmouth, with an £18.4 million investment, and Aberdeen, with a £2.6 million investment.
In July 2026, the UK Emissions Trading Scheme (ETS) will expand to the maritime sector. UK SHORE funding and the expansion of the UK ETS are key pillars in encouraging and facilitating maritime decarbonisation.
