The question

To ask the Secretary of State for Transport, what social value Key Performance Indicators are in place for the HS2 programme.

HS2 Ltd measures social value through its benefits baseline, which is a defined set of performance indicators aligned with its strategic objectives: capacity and connectivity; skills and employment; value for money; catalyst for growth; customer experience; sustainability and respect; and health, safety, and security standards. These metrics are used to monitor delivery of the programme’s wider social and economic benefits alongside its core transport objectives. As part of the ongoing programme reset, DfT and HS2 Ltd are currently in the process of updating the programme business case and resetting the benefits baseline.
