To ask the Secretary of State for Business and Trade, with reference to the Notice 'General Trade Licence for sanctioned processed oil products', published on 19 May 2026, which specific elements of GBSAN0004 would previously have represented a breach of the Russia Regulations.

On 20 May 2026, the UK introduced new sanctions to further target Russian revenues and degrade its ability to wage its illegal war in Ukraine. Imports of refined oil products processed in a third country using Russian crude oil were not sanctioned under the Russia Regulations until 20 May 2026.
GBSAN0004 permits the import of diesel and jet fuel refined from Russian crude. It provides targeted flexibility to safeguard UK energy supply and global market stability. It will be kept under close review and may be amended, suspended or revoked as appropriate.
