Social Outcomes Partnerships (SOPs) are a commissioning tool that commissioners in Scotland are already able to adopt to fit local needs. The policy areas that typically utilise this model, such as social care, housing and education are devolved. Devolved governments can adopt SOPs and outcomes-based commissioning to tailor public services to their local priorities.
