The question
To ask the Chancellor of the Exchequer, what assessment has HM Government made of the effect of the EU's 2028-2034 Multiannual Financial Framework on the cost of the UK's payments and liabilities to the European Union.

The EU’s internal legislative process to agree the 2028-2034 Multiannual Financial Framework (MFF) is currently ongoing. In the current 2021-2027 MFF, the UK has participated since 2024 in the Horizon Europe research and innovation programme and Copernicus satellite observation programme and will participate in the Erasmus+ education, training, youth and sport programme in 2027. However, these existing commitments are specific to the 2021-2027 MFF and do not create any obligations regarding future EU programmes funded under the 2028-2034 MFF.
Any UK participation under in EU programmes under the 2028-2034 MFF will be subject to a future decision by the UK and EU once the EU’s legislation is finalised. The UK will only participate in an EU programme where it is in the national interest and value for money for UK taxpayers to do so.
