The question

To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the potential impact of (a) extracting and b) burning of coal extracted from coal tips on the level of carbon emissions.

Local authorities are the primary authority for coal recovery schemes from tips through planning permission and enforcement which includes consideration of environmental impacts.
