The question
To ask the Secretary of State for Housing, Communities and Local Government, what the monetary amount of the council tax level is in (a) 2026-27 and (b) 2027-28 that will be used as the basis for the Fair Funding Review 2.0; and if he will list what precepts are included and excluded.

Pursuant to the answer to Question UIN 113634 on 2 March 2026, the notional council tax level for local authorities in England can be found here.
The notional council tax level is set at the national average. For 2026-27 this is £2,063; for 2027-28 it will be £2,164 and for 2028-29 it will be £2,269.
The technical annex on the resources adjustment published at the final Local Government Finance Settlement 2026-27 sets out how the band D equivalent council tax base is calculated (Technical annex on the Resources Adjustment (measure of tax base) - GOV.UK).
