The question

To ask the Secretary of State for Transport, what guidance her Department provides to local highway authorities on the prioritisation of independent Stage 3 Road Safety Audit recommendations over generic forward-visibility reduction principles contained in Manual for Streets 1 and 2 when addressing identified urban traffic hazards.

Manual for Streets 1 and 2 provide advice on the appropriate use of the road safety audit process within street design schemes. Manual for Streets focuses on residential and quiet streets and Manual for Streets 2 is aimed at busier streets including town centres. It is for local highway authorities to consider how to apply this advice to their own streets.
