Transport: Innovation
The question
To ask the Secretary of State for Transport, pursuant to the Answer of 4 June 2026 to Question 5446, what criteria her Department uses to define a proportionate and flexible approach to business case approvals for innovative transport projects; and whether she has made an estimate of the average time saved in the approvals process for projects using those flexibilities.
Answered by Simon Lightwood
Business cases for innovative projects are assessed through the Department’s investment boards, in line with the published principles in the Green Book. The objective of the use of a proportionate and flexible approach is to use the most appropriate methodology to assess the value for money for a project, considering costs and benefits in a proportionate way. The department does not hold the specific metric described.
