The question
To ask the Secretary of State for Transport, what steps her Department is taking to ensure that trainee driving instructors are able to complete the Approved Driving Instructor qualification process within the validity period of their theory test certificates.

The Driver and Vehicle Standards Agency (DVSA) has seen unprecedented numbers of applications from people wishing to become approved driving instructors (ADI) - a 152% increase since 2018-19. Alongside this, the pass rate for the part 3 test has declined, from 33.8% in 2023/24 to 27.7% in 2025/26.
ADI tests are scheduled over a 12-week period and added weekly. Once examiner programmes are finalised, DVSA aims to balance candidates’ preferred dates, the two-year qualification window, and operational needs, to give individuals the best possible chance to complete the process in time. Early planning between potential driving instructors and trainers is important, so training can reflect the individual’s ability and commitments, with enough time for each of the three qualifying elements. This helps set realistic expectations about the time and cost involved, while giving individuals the best chance of qualifying.
DVSA has recruited, and continues to recruit, additional ADI examiners and has increased its capacity to train new examiners.
The number of qualified ADIs on the ADI register continues to rise. As of September 2025 (the latest date to which data can currently be published) there were 43,334 ADIs on the register. This is up from 41,453 in September 2024.
