The question

To ask the Secretary of State for Housing, Communities and Local Government, with reference to the letter sent to hon. Members on 20 April 2026 on the English Devolution and Community Empowerment Bill, what the timetable is for the guidance on agents of change across planning and licensing; and whether there will be any consultation.

We intend to publish new planning practice guidance (PPG) on the ‘agent of change’ principle following the publication of a revised NPPF and in light of the views received through the consultation undertaken between 16 December 2025 and 10 March 2026.

In conjunction with publishing the PPG, we will also write to local planning authorities highlighting the importance of this policy.
