Asked by Alex BurghartConservativeTreasuryTabled Answered 17 June 2026UIN 8155

The question

To ask the Chancellor of the Exchequer, pursuant to the answer of 8 June 2026 to Question 4140 on Government Departments: Communication, what definition (a) her Department and (b) HMRC uses for embedded communicators.

Answered by Dan Tomlinson

(a) HM Treasury and (b) HM Revenue and Customs use a consistent definition of “embedded communicators”, aligned with guidance from the Cabinet Office and the Government Communications Service (GCS) annual data collection exercise.

Embedded communicators are communications teams or staff working outside the core communications function.
