The question
To ask the Secretary of State for the Home Department, if she will take steps to a) remove the requirement for the Norfolk Police and Crime Commissioner post to be filled, b) provide for the necessary functions of that role to be carried out by the County Council Police and Crime Panel prior to the abolition of the Police and Crime Commissioner post in 2028, and c) ensure that the Council Police and Crime Panel have the necessary i) support ii) recourses to undertake these additional tasks.

Section 51 of the Police Reform and Social Responsibility Act 2011 requires an election to be held to fill a vacancy in the office of Police and Crime Commissioner within 35 days of a vacancy being declared. While the government is taking steps to abolish the role of Police and Crime Commissioner, until it is abolished, the role needs to be filled. The government expects to set out successor arrangements for the oversight of policing in the forthcoming Police Reform Bill.
The costs of a Police and Crime Commissioner by-election will be met by the Government, out of the Consolidated Fund, and not by the local police force.
