To ask the Secretary of State for Housing, Communities and Local Government, with reference to the answer of 23 March 2026, to Question 121211, on Houseboats, whether his Department has issued guidance on unauthorised moorings on rivers in relation to (a) council tax liability and (b) planning permission.

It is for individual local authorities to assess a property’s council tax liability, or whether it is compliant with any planning permission, based on the individual circumstances and relevant legislation. It is for the Valuation Office to assess whether a property is a dwelling for council tax purposes, and if so the council tax band of that dwelling.
