Active Travel: Finance

Asked by Jerome MayhewConservativeDepartment for TransportTabled Answered 22 June 2026UIN 9666

The question

To ask the Secretary of State for Transport, what assessment she has made of the potential risk of double-counting expenditure within the active travel investment figure in the Third Cycling and Walking Investment Strategy where individual schemes are funded through multiple programmes.

Answered by Lilian Greenwood

The projected investment has been calculated using a range of evidence and data sources to reduce the potential risk of double counting. This includes funding allocations previously announced, successful funding proposals from local bodies, previous research, historical trends and an assessment of the proportion of investment into walking and cycling projects and programmes from wider Government funds. This approach is in line with that taken for CWIS1 and CWIS2, published by the previous government.

The projected investment will be continually monitored and will be updated in the next Report to Parliament. A review of funding into CWIS1 and CWIS2 is published alongside the strategy which details investment and the approach taken to the projection of funds.
