High Rise Flats: Brighton and Hove
The question
To ask the Secretary of State for Housing, Communities and Local Government, pursuant to question UIN 88528, answered in November 2025, on High Rise Flats: Fires, if he will confirm whether Brighton and Hove City Council responded to the survey in 2023 about preparedness to implement Section 156 of the Building Safety Act (BSA), and whether any barriers to compliance were indicated by the council at that time.

A survey of responsible persons titled ‘Responsible persons in England: changes in fire safety legislation’ was conducted by the Home Office between 6 July and 4 September 2023. In total, responses from 362 responsible persons working in England were analysed.
The survey explored levels of awareness of Section 156 of the Building Safety Act, as well as participants' intentions and challenges to comply with the legislation.
The survey was conducted in accordance with the Data Protection Act 2018 and the UK General Data Protection Regulation (UK GDPR). Participants were informed that their responses would be treated confidentially and that individuals and organisations would not be identified in any reporting. Therefore, we are unable to confirm whether specific organisations, including Brighton and Hove City Council, participated in the survey or to disclose any individual or organisation-level responses.
Information provided to participants and the privacy information notice is outlined in Annex B of the published report. Aggregated survey data on questions related to Section 156 of the Building Safety Act are included in Section 6.
