The question
To ask the Secretary of State for Transport, with reference to her Department's policy paper entitled Active Travel – Active England: the third cycling and walking investment strategy, published on 12 June 2026, how much of the projected £4.555 billion is (a) ringfenced for active travel, (b) expected but not ringfenced for active travel, and (c) funding over which local authorities retain discretion to spend on alternative transport priorities.

Table 1 in Active Travel – Active England: The Third Cycling and Walking Investment Strategy details projected funding of £1.107 billion provided by the Department to Active Travel England. This includes more than £760 million devolved to local authorities for walking, wheeling and cycling schemes in line with the Government’s devolution agenda.
Table 1 also details projected funding of £3.448 billion from wider funding streams within DfT and other government departments, which includes a projected £1.3 billion from Transport for City Regions funding.
This approach is in line with that taken for CWIS1 and CWIS2, published by the previous government.
