The question

To ask the Minister for the Cabinet Office, what new Arms Length Bodies have been established since July 2024; and what new bodies he plans to establish.

Since July 2024, the government has announced the establishment of 15 new Arm’s-Length Bodies (ALBs) to deliver manifesto commitments. For example, establishing an Independent Football Regulator and Skills England.

Regarding future plans, on 6 April 2025 the government announced a comprehensive, full-scale review of the Arm’s-Length Body landscape. This review aims to reduce duplication, improve efficiency, and ensure ministerial accountability. All proposals for new ALBs are currently being evaluated against strict criteria to determine whether they meet the government’s tests for establishment. New ALBs will be established only by exception where an overwhelming justification exists. Further announcements will be made in due course.
