To ask the Secretary of State for Transport, what penalties apply to a person who books, changes, cancels or swaps a driving test on behalf of another person.

Since 12 May 2026, only a learner is allowed to book, change, cancel or swap a practical driving test. The Driver and Vehicle Standards Agency (DVSA) continuously monitors the driving test booking service. Where it finds evidence that someone acted on behalf of others, DVSA takes enforcement action. For a third-party business, this can include warnings and suspending or closing accounts.
DVSA has also reported apps that breach their booking rules to Apple and Google. So far, 17 apps have been removed as well as 27 social media accounts.
Learners who use third parties to book or manage their test face restrictions on their online access or their test being cancelled. So far, DVSA has restricted online access to their booking system for over 4,000 learners and cancelled over 450 driving tests.
