The question
To ask the Secretary of State for Energy Security and Net Zero, with reference to the report by the National Audit Office entitled Energy efficiency installations under the Energy Company Obligation, published on 14 October 2025, what assessment he has made of the trends in the causes for consumer protection failures identified in that report.

The Department takes the report's findings seriously. It sets out connected, systemic failures in the design and operation of some schemes. The consumer protection system was overly complex, with fragmented roles and accountability. Government oversight was too weak to identify problems sooner.
The Department's assessment is that these failures were systemic rather than isolated. We have suspended the worst-performing installers, contacted affected households, and made original installers liable for repair costs.
We are reforming the system and applying the lessons to the Warm Homes Plan.
