To ask the Secretary of State for the Home Department, with reference to the Key Performance Indicators for the Government’s most important contracts, Data for October to December 2025 for all departments, published on 31 March 2026, if he will list the full title and description of two social value KPIs which are labelled just "social value".

The two Social Value KPIs referenced are included in the User Services for the Emergency Services Network (ESN) Contact and Metis ITO (Information Technology Outsourcing) Contract.
The KPI, named 'Social Value' in the User Services for the Emergency Services Network (ESN) Contact focuses on Climate Change and tracks ongoing compliance with thirteen defined Social Value measures. These measures align with the original UK Government Social Value Model (Procurement Policy Note 06/20 - taking account of social value in the award of central government contracts). The Criteria for the KPI is as follows:
Influencing staff, suppliers, customers and communities, through the delivery of the contract, to support environmental protection and improvement.
The KPI is measured annually, while Social Value obligations are reported monthly and supplemented by detailed quarterly reports.
The KPI named ‘Social Value’ in the Metis ITO (Information Technology Outsourcing) Contract focuses on Theme 4: Equal Opportunity. The KPI covers implementation of a shadowing mechanism for potentially upskilling civil servants. Mental health event support with other suppliers & speakers. Introduction of charter/manual of me to the Home Office. These measures align with the original UK Government Social Value Model (Procurement Policy Note 06/20 - taking account of social value in the award of central government contracts).
