The question

To ask the Minister for the Cabinet Office, what was the average amount of Civil Service facility time as a percentage of the paybill in (a) 2023-24 and (b) 2025-26.

The average spend on facility time as a percentage of the pay bill in 2023-2024 was 0.04%, as answered in Parliamentary Question 2098 on May 18 2026. The Cabinet Office does not hold information on Civil Service facility time for 2025-26. This is because of the repeal of the Trade Union (Facility Time Publication Requirements) Regulations 2017, which came into effect in February 2026, meaning departments are no longer required to report their spending on facility time to Cabinet Office.
