The question

To ask the Secretary of State for the Home Department, pursuant to the answer of 27 May 2026 to Question 2732 on Visas, which countries operate Citizenship by Investment schemes.

A number of countries operate Citizenship by Investment programmes. These include:

  • Caribbean: Antigua and Barbuda; Dominica; Grenada; St Lucia; St Kitts and Nevis.
  • Middle East: Egypt; Jordan; Turkey.
  • Asia and South Pacific: Cambodia; Nauru; Vanuatu.
  • Africa: Sierra Leone; Sao Tome and Principe.

The decision to operate a Citizenship by Investment programme is a matter for individual countries.

The definition of a Citizenship by Investment programme can vary by country, and the list of countries operating active programmes is subject to change, as programmes are periodically introduced, amended, suspended or closed by national governments.

The Government keeps the risk associated with such programmes under review, including those arising from both current and previously closed programmes.
