To ask the Secretary of State for Transport, pursuant to the answer of 19 June 2026 to question 9089 on Russia: Shipping, how many UK-sanctioned Russian shadow fleet vessels transited the UK territorial sea without a legitimate flag in a) 2025 and b) 2026
