To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her Department has made of the potential impact of the implementation of packaging Extended Producer Responsibility on employment in the packaging manufacturing sector .

The Government published an updated assessment in October 2024 of the impact of introducing packaging Extended Producer Responsibility. The impact assessment for pEPR provided high level estimates of the total costs to business.
The Department has not published a separate assessment of the impact of Extended Producer Responsibility for Packaging on net employment, job displacement, or employment in specific sectors such as glass. The published impact assessment considered producers as a whole and did not include sector-specific or regional modelling.
Industry estimates that the Collection and Packaging Reforms, including pEPR, will create 25,000 jobs and underpin £10 billion of investment in new sorting and processing facilities. (Source: Environmental Services Association, Letter to Chancellor of the Exchequer 20 February 2025).
Defra and PackUK continue to engage with industry and are monitoring implementation and operational impacts, including issues raised by the glass sector, to inform future policy development.
