The question

To ask the Secretary of State for Business and Trade, with reference to the Regulation Action Plan - Progress Update and Next Steps, of 22 October 2025, if he will place in the Library a copy of the evidential basis for the administrative burden of regulation on businesses baseline; and whether the target to reduce the annual administrative burden by £5.6 billion is a net or gross reduction relative to that baseline.

The Government published the evidential basis for the baseline of the administrative burden of regulation on business on gov.uk in the Technical Annex (25% Target Methodology) published alongside the Regulation Action Plan Progress Update on 22 October 2025. The target represents a net reduction relative to the baseline and progress is tracked through both gross savings and overall net impact.
