The question
To ask the Secretary of State for Transport, pursuant to the Answer of 8 June 2026 to Question 4269, whether the Competition and Markets Authority or Civil Aviation Authority has assessed the potential impact of airport surface access agreements on the level of vehicle drop-off charges levied by airports.

As independent regulators, it is for the Civil Aviation Authority (CAA) and the Competition and Markets Authority (CMA) to decide whether any assessment of the supply of air traffic services or airport operation services is necessary.
The CAA published a review of market conditions for surface access at UK airports in 2016, which found that there was insufficient evidence that passengers were not being well-served by the current market structure of surface access charges to warrant a review.
