The question

To ask the Secretary of State for Transport, how many heavy goods vehicles are expected to qualify for the temporary Vehicle Excise Duty exemption.

In May, the government announced a 12‑month Vehicle Excise Duty (VED) holiday for the majority of heavy good vehicles (HGVs). A nominal £1 annual rate will apply between 1 July 2026 and 30 June 2027.

This VED holiday will apply to vehicles licensed in the following tax classes: HGV, Trailer HGV, Small Island, Combined Transport and Special Types.

The measure provides targeted support to the haulage sector, recognising its role in transporting goods across the UK and the sector’s disproportionate exposure to fuel costs.

Around 600,000 HGVs currently licensed or subject to a Statutory Off-Road Notification in the tax classes mentioned above are expected to benefit from this VED holiday.
