The question

To ask the Secretary of State for Transport, how many fixed penalty notices were issued for cycling on a footway in each of the last five years.

Fixed Penalty Notices (FPNs) are matters for the Home Office. They do not however hold information on the number of FPNs issued for cycling on the footway.
