The question

To ask the Secretary of State for Transport, pursuant to the answer of 22 June 2026 to Question 10032, what proportion of the expected savings from public ownership are attributable to management fees.

Moving train operating companies back into public ownership will end decades of fragmentation and waste. Train operators in public ownership are beginning to work closer together with Network Rail, forming integrated railways and shifting from adversarial contractual relationships to a focus on delivering for passengers.

The management fee savings (of up to £110-150 million a year once all currently franchised services have transferred) will form part of potential total savings from public ownership. In addition to these savings, we expect to make further efficiencies from changes to industry structures.
