To ask the Secretary of State for Transport, if she will take steps to introduce a nationwide licensing regime for dockless e-bikes.

The Government’s English Devolution and Community Empowerment Act includes powers for local leaders to licence shared cycle schemes, including dockless e-bikes. Licensing will be implemented through a combination of regulations and guidance following public consultation.
Licences will include some minimum standard conditions set by the Secretary of State to ensure a baseline of safety and operability across the country. Local leaders will be able to add further local licence conditions to ensure shared cycle schemes reflect local needs and priorities and to tackle potential negative impacts of these schemes.
