Armed Forces: Training

The Pan Defence Skills Framework (PDSF) launched across Defence on 23 March 2026 as part of Tranche 1 delivery. The Ministry of Defence have delivered for the first time ever, a common Defence-wide skills framework, skills architecture and supporting technology. Tranche 1 has established common standards, skills profiles and workforce analytics.

Progress delivered through Tranche 1 is already enabling Defence to apply benefits, skills-based approaches to workforce management, and target retention and recruitment for the Armed Forces. This includes supporting the Engineering Skills-Based Supplement pilot for critical engineering skills, based on the Haythornthwaite Review of Armed Forces Incentivisation review.

PDSF will enable Defence to target military training interventions and future optimisation of training, learning and development. The programme is also enabling the development of skills-based talent and career management approaches for military personnel, helping Defence better identify, develop, manage and employ specialist skills across the Armed Forces.

Onboarding activity will continue across Defence, through the rest of 2026, enabling Defence’s transition to a more agile, Skills-Based Organisation.
