Police Service of Northern Ireland: Finance

The Spending Review 2025 provided the Northern Ireland Executive with their largest spending review settlements in real terms since devolution in 1998.

The Barnett formula is applied in the normal way to changes in Home Office funding, including for policing and counter terror policing, as set out in the Statement of Funding Policy. It is for the Northern Ireland Executive to make decisions on the allocation of resources in line with its identified priorities

In recognition of the security situation in Northern Ireland, the Government is providing the PSNI with £37.8 million in Additional Security Funding each financial year until 28/29. This funding enables the PSNI to tackle the terrorist threat while ensuring day-to-day policing is not compromised, allowing them to continue keeping people safe. The PSNI provides my Department with an annual report on the ASF spend.

The fact that the Northern Ireland Related Terrorism (NIRT) in Northern Ireland threat level remains SUBSTANTIAL, following its reduction in March 2024, is testament to the tremendous efforts of the PSNI and security partners.

Before allocating funding HMT considers a range of factors. This includes the threat and operational pressures, including the scale and nature of security-related activity and the resources required to respond effectively.

In addition to funding provided as part of the Spending Review, a further £4 million has been provided to PSNI for this financial year to help with the costs incurred during the recent disorder.
