To ask the Secretary of State for Housing, Communities and Local Government, with reference to the Best Value Notice issued to Basildon Borough Council on 15 July 2026, whether the external assurance review will examine procurement and contract management practices.

The external assurance review commenced on 10 August 2026. The review team is due to report to Ministers by 30 October 2026, and the Department intends to publish the report on GOV.UK in due course.
The review will be undertaken in line with its published Terms of Reference which can be found here. It includes consideration of procurement, commercial decision-making and investment arrangements.
