Foreign Investment in UK: China
The question
To ask the Secretary of State for Business, Innovation, Science and Trade, how many notifications relating to Chinese investors have been reviewed under the National Security and Investment Act 2021 in each year since that Act came into force.
Answered by Department for Business, Innovation, Science and Trade
The Government publishes information on the operation of the National Security and Investment (NSI) Act 2021 in its annual reports. This includes data on the percentage of total accepted notifications involving acquirers associated with China, and the percentage of accepted mandatory notifications involving acquirers associated with China.
Mandatory notifications relate to qualifying acquisitions of entities in one or more of the 17 sectors subject to mandatory notification. This does not necessarily include all investment in these areas of the economy - for example acquisitions of assets are not subject to mandatory notification.
The most recent report, covering the 2025/26 reporting period can be found on GOV.UK (National Security and Investment Act - Annual Reports), accompanied by a spreadsheet which covers data for previous reporting periods.
Reporting Period | Total Notifications accepted for review | % of accepted notifications involving an acquirer associated with China | % of accepted mandatory notifications involving an acquirer associated with China |
2025/26 | 1,242 | 2% | 1% |
2024/25 | 1,110 | 2% | 1% |
2023/24 | 876 | 3% | 1% |
2022/23 | 806 | 4% | Not published* |
* A breakdown of mandatory notifications by origin of investment was introduced for the first time in the 2023/24 report.
