The question

To ask the Chancellor of the Exchequer, what estimate he has made of the number of households liable for high value council tax surcharge who will (a) use the support scheme to defer the cost of the surcharge, (b) use income to pay the surcharge, (c) use other financial assets to pay the surcharge, (d) sell their property and (e) default on payment.

The Government has set out plans to introduce the High Value Council Tax Surcharge, which will increase fairness within the system.


The OBR has published further detail relating to HVCTS revenue forecasts, including impact on house prices, non-payment rates and proportion of households using the support scheme.
