Business Rates: Tax Yields

The question

To ask the Secretary of State for Housing, Communities and Local Government, what amount and proportion of net business rates receipts in each local billing authority are assigned to combined authorities in each locality with a mayoral combined authority; and what the equivalent figures are for London boroughs and the Greater London Authority.

The government has committed to giving mayors a share of business rates from April 2027, more will be set out in the fiscal devolution roadmap this autumn.

As it stands, for 2026-27, where Combined Authorities’ responsibilities include those of the Fire and Rescue Authority, they retain 1% of business rates (BR) raised locally, in respect of the FRA. The Greater Manchester and York & North Yorkshire Combined Authorities retain 1% of BR as a result.

West of England Combined Authority retains 5% of BR raised locally, under the enhanced business rates retention arrangements in place in the area. The Greater London Authority retains 37% of BR raised locally and London Boroughs retain 30%.

In addition, each Combined Authority area has local arrangements in place with its councils for the sharing of growth business rates. The 2026-27 retention shares for these authorities can be found in the Key Information Table for local authorities.
