The question

To ask the Chancellor of the Exchequer, whether the council tax surcharge will apply to communal (a) student accommodation, (b) elderly people’s homes and (c) HMOs which are rated as a single dwelling for valuation purposes.

HVCTS is a targeted measure on the highest-value properties to make property taxation fairer.

The Government has consulted on a proposed list of discounts and exemptions. The Government is considering responses received and a response to the consultation will be published in due course.
