The question

To ask the Chancellor of the Exchequer, whether he has made an assessment of the potential impact of the proposed council tax surcharge on the freeholder on (a) the cost of a leasehold property, (b) the value of a freehold, and (c) the cost of enfranchisement.

The Government has set out plans to introduce the High Value Council Tax Surcharge, which will increase fairness within the system.


The OBR has published further detail relating to HVCTS revenue forecasts, including impact on house prices, non-payment rates and proportion of households using the support scheme.
