The question

To ask the Chancellor of the Exchequer, with reference to HMRC's external research programme 2026 to 2027, updated July 2026 and published August 2026, reference 2425CSTDP06, what the terms of reference are of the research into UK property owners living abroad.

This study investigates the feasibility of conducting research to improve the Government’s knowledge of overseas owners of UK residential property. It aims to:

  1. Identify the most suitable countries to conduct this research in.
  2. Explore sampling strategies and methodological options to identify the most suitable approach.
  3. Conduct a pilot study in a selected country to assess the feasibility of this approach.
